Title I funding is restricted to specific purposes. These purposes are governed by a unique set of laws and controlled by language found in the budget item governing the program.

Private Schools
The Elementary and Secondary Education Act (ESEA), also known Every Child Succeeds Act (ESSA) provides benefits to low-income students enrolled in non-profit, private or not-for-profit school sites. Public school districts are required to provide services to eligible private school students which are equitable to those provided to qualified public school students in the same district. Every Student Succeeds Act (ESSA)
On December 10, 2015, President Barack Obama signed into law a new set of regulations for the federal Title I program. Under the previous regulations, known as No Child Left Behind or NCLB, parents at schools designated as Program Improvement, were given the opportunity to apply for their student to be transferred to a non-PI school.
State and Federal Programs
The Federal and State Programs department supports the successful implementation of Title-I funds, with the purpose of increasing, enhancing, and improving student performance in the Â鶹ÊÓƵ City Unified School District.

Consolidated Application
The Consolidated Application (ConApp) is used by the California Department of Education (CDE) to distribute categorical funds from various federal programs to county offices, school districts and direct-funded charter schools throughout California.
No Child Left Behind School Choice Transfer Program
From 2003 through the 2015-16 school year, Title I programs were authorized through the No Child Left Behind Act (NCLB). During those years, parents of children who attended schools identified as in Program Improvement (PI) had the option to transfer their children to a non-PI school with transportation in the district.
